This article may interest you, if an Office 365 sender or an external sender sends an email message to a Microsoft Office 365 user and the sender receives a non-delivery report (NDR) error message.

The NDR error message for the external sender, reads #5.7.1 smtp;554 5.7.1 : Relay access denied. For the Office 365 sender, the NDR error message, reads #<#5.4.6 smtp;554 5.4.6 Hop count exceeded – possible mail loop> #SMTP#

The sender may experience this error, if all the following conditions are true:
– The domain exists as a disabled domain in Microsoft Forefront Online Protection for Exchange (FOPE) under the Microsoft Business Productivity Online Standard Suite account.
– The domain was added and verified in Office 365.

To resolve this issue, Microsoft KB2495882 recommends you contact Forefront Online Protection for Exchange (FOPE) support.
